RTO Broker Scam: Transfer Vehicle RC Online via Parivahan
For decades, brokers survived by gatekeeping physical RTO forms (Form 29 and Form 30) and bribing clerks to push files faster.

2. Step-by-Step: The Faceless Transfer Process
Do not let a broker tell you that physical signatures are mandatory. Aadhaar e-Sign is legally binding.

3. What if the RTO Delays the Faceless Approval?
Sometimes, corrupt RTO clerks intentionally leave Faceless applications pending for weeks to force citizens to hire brokers. Do not cave in.
If your application status shows "Pending at RTO level" for more than 15 days, you escalate it digitally. Go to the PGPORTAL (pgportal.gov.in) and file a grievance against the Ministry of Road Transport and Highways. State your Vahan Application Number and point out the deliberate delay by the specific RTO office.
Because PGPORTAL complaints are monitored by the central ministry, the local RTO inspector will be forced to approve the transfer immediately to close the central government ticket.
