If you decide to sell your 2022 Renault Kiger or a second-hand scooter, transferring the Registration Certificate (RC) to the new owner is a legal nightmare. The moment you step outside any RTO in Bengaluru or across India, a broker will immediately approach you, confidently claiming that the files will be "rejected" without their help, and demanding ₹3,000 to ₹5,000 for "processing." This is an organized scam. The official RTO fee is barely ₹300, and you no longer need to visit the RTO physically. Here is how to complete a Faceless RC Transfer from your laptop.

For decades, brokers survived by gatekeeping physical RTO forms (Form 29 and Form 30) and bribing clerks to push files faster.

To eliminate this corruption, the Ministry of Road Transport introduced Aadhaar-based Faceless Services on the Vahan portal. If both the buyer and the seller have their mobile numbers linked to their Aadhaar cards, you can bypass the RTO completely.

1. The Prerequisite: Clear Your Challans

Before you even log into the portal, there is one technical hurdle that causes 90% of online RC transfers to fail automatically.

The Vahan Portal Check: The RTO database is strictly linked to the Traffic Police database. If there is even a single unpaid ₹500 traffic camera challan pending on the vehicle, the system will instantly reject the transfer application. You must clear all pending challans on the e-Challan portal before starting this process.

2. Step-by-Step: The Faceless Transfer Process

Do not let a broker tell you that physical signatures are mandatory. Aadhaar e-Sign is legally binding.

Step 1: Initiation	The Seller goes to vahan.parivahan.gov.in, selects their state, and logs in using their vehicle registration number and chassis number.
Step 2: Aadhaar Authentication	Select "Transfer of Ownership" and choose "Faceless Service" (Authenticate using Aadhaar). The seller enters the Buyer's details (Name, Address, PAN, Mobile).
Step 3: Online Fee Payment	Pay the official government transfer fee online (usually ₹300 for two-wheelers and ₹500 to ₹600 for cars, depending on the state).
Step 4: Buyer's Consent	The Buyer will receive an SMS link. They must click it, log in using their own Aadhaar OTP, and virtually "Accept" the transfer. Once accepted, the RTO backend approves it, and the new RC is dispatched via Speed Post.

3. What if the RTO Delays the Faceless Approval?

Sometimes, corrupt RTO clerks intentionally leave Faceless applications pending for weeks to force citizens to hire brokers. Do not cave in.

If your application status shows "Pending at RTO level" for more than 15 days, you escalate it digitally. Go to the PGPORTAL (pgportal.gov.in) and file a grievance against the Ministry of Road Transport and Highways. State your Vahan Application Number and point out the deliberate delay by the specific RTO office.

Because PGPORTAL complaints are monitored by the central ministry, the local RTO inspector will be forced to approve the transfer immediately to close the central government ticket.
