The Telecom Regulatory Authority of India (TRAI) has a strict regulation called UCC (Unsolicited Commercial Communication). Under UCC, your telecom operator (Jio, Airtel, Vi) is legally terrified of getting fined for allowing spam. You just need to know how to file the complaint correctly.
1. The Prerequisite: Activate Full DND
Before you can report a telemarketer, you must ensure your number is registered on the National Customer Preference Register (NCPR) for "Full DND."
2. The Lethal Strike: How to File a UCC Complaint
Once you are on Full DND, any marketing call you receive is a direct violation of TRAI law. Do not just cut the call—answer it, listen for 5 seconds to confirm it is a marketing call (e.g., "Sir, credit card chahiye?"), hang up, and strike immediately.
You have two ways to file the official complaint. You must do this within 3 days of receiving the spam call:

3. The Aftermath: The "Usage Cap" Penalty
When you use the 1909 method, your telecom operator is legally mandated to investigate. They will track the source of the spammer's number.
- First Offense: The telemarketer receives a formal warning, and their number is put on a strict "Usage Cap" (limiting them to just 20 outgoing calls a day, destroying their business model).
- Second Offense: The telemarketer's connection is permanently disconnected.
- Multiple Offenses: If an agency continues to violate UCC rules, TRAI blacklists their entire company name and slaps them with fines reaching up to ₹50,000 per violation.
Every time you report a number via 1909 instead of just blocking it on Truecaller, you are burning down a piece of the scammer's infrastructure. It takes 10 seconds of your time, but it costs them thousands of rupees.
