The Ministry of Petroleum has invoked the Essential Commodities Act. This is no longer a "suggestion" to go green. It is a legally binding mandate to reduce India's reliance on imported maritime gas. If you live in a Tier-1 or Tier-2 city, you must initiate your PNG application immediately. Here is the pragmatic guide to making the switch without dealing with corrupt middle-men.
1. The March 24 Government Order Explained
Under the new "Natural Gas and Petroleum Products Distribution Order, 2026", the rules have completely changed for urban households and housing societies:
- The 3-Month Deadline: Once your local city gas distributor (like IGL, MGL, or GAIL) officially notifies your housing society that the pipeline is active, the clock starts. You have 3 months to surrender your LPG connection and switch. After 90 days, your LPG agency will legally refuse your bookings.
- No Society Objections Allowed: Previously, RWAs (Resident Welfare Associations) could block gas companies from laying pipes. The new law strips them of this power. Gas companies must be granted access to housing complexes within 3 working days.
- Fast-Track Installation: The government has mandated that once you apply, the last-mile PNG connection must be installed in your kitchen within 48 hours.
2. How to Apply for a PNG Connection Online
Do not go to your local LPG agency to apply for PNG; they do not handle pipelines. You must apply directly through your city's authorized City Gas Distribution (CGD) portal.

The 3-Step Online Process:
- Go to your respective provider's website and click on "New Domestic PNG Connection."
- Upload your Aadhaar Card, PAN Card, and latest Electricity Bill (as ownership/address proof).
- Pay the refundable security deposit online (usually between ₹5,000 to ₹6,000, which can often be paid in EMIs added to your gas bill).
3. How to Surrender Your Old LPG Connection
Once your PNG meter is installed and the gas is flowing, you must legally surrender your old LPG cylinders to get your original security deposit back from the oil company (IOCL, BPCL, or HPCL).
Do not sell your empty cylinders to scrap dealers. Take your original LPG subscription voucher (the SV document you received when you first got the connection) and the empty cylinders to your distributor. They will issue a "Termination Voucher" and refund your deposit directly to your bank account.
If your distributor refuses to refund the money or demands a bribe, you can immediately file a grievance on the National Consumer Helpline (NCH) App to force their hand.
